ABOUT OUR FOUNDER

Rosemary Marchetto is a lifelong New Jersey resident and Animal Advocate. Her mission is to make New Jersey the first state to adopt unprecedented legislation in the U.S. that will require dog groomers to become state licensed.

She learned this the hard way. Her beloved shih tzu named Bijou was dropped off at a well known pet store chain only to receive a call from the groomer that her healthy six-year-old Bijou had died.

Upon further investigation she learned that dog groomers are not required to be licensed nor required to have any certification to become a dog groomer.

Ms. Marchetto’s legislation affably dubbed “Bijou’s Law” – Pet Grooming Licensing Act, will require state licensure of all dog groomers and will regulate a buyer beware billion dollar industry in the United States. Bijou’s Bill has passed overwhelmingly in the New Jersey State Assembly in October 2018 and is making its way through the New Jersey Senate.

With over 173K signatures in favor of this regulation, and 15k New Jersey signatures, Bijou’s Bill has received global support. Bijou’s Bill has garnered the support of the NJ Professional Pet Groomers Alliance, American Kennel Club, and the United Paws Group of California.
